Chinese "Standards for Cosmetic Efficacy Claims Evaluation (SCECE)" Effective on 1 May 2021.
The "Evaluation of Cosmetic Efficacy Claims" of your cosmetic products will allow the Chinese NMPA to decide whether you are Exempt from Animal Testing.
As ZMUni published the news earlier, in the Chinese cosmetic importing business 2021, the General Cosmetics do not need to be tested on animals as long as a Good Manufacturing Practices (GMP) certificate is issued by the Government department in charge of the cosmetic products and regulations in the country, where the products are made, together with a full safety assessment report can be provided. But not all cosmetic efficacy claims are accepted by the Chinese NMPA as the General Cosmetics.
According to the Chinese Provision Standards for Cosmetic Efficacy Claims Evaluation (SCECE), The term "evaluation of cosmetics efficacy claims" need to be assessed by the data analysis research, the scientific test, and the efficacy claim evaluation test. And substantiate the reasonable and scientific corresponding evaluation of cosmetic efficacy claims conclusions.
The "Evaluation of Cosmetic Efficacy Claims" will be one of the most important conditions that the Chinese NMPA will let you exempt from animal testing.
