Regulatory Requirements for Cosmetics Labeling
‘Cosmetics registration and notification persons shall be held accountable for the legality, authenticity, completeness, accuracy, and consistency.’
--- Measures for the Administration of Cosmetics Label
Legality: Cosmetics labeling shall conform to the requirements of the Regulations on the Supervision and Administration of Cosmetics, the Measures for the Registration and Notification of Cosmetics, the Measures for the Administration of Cosmetics Label, etc.
Authenticity: Everything displayed on the label shall not use false, exaggerated, or inauthentic information to mislead customers.
Completeness: All the items listed in Article 7 of the Measure of the Administration of Cosmetic Label shall be displayed on the label.
(1) Chinese name of the product*, registration number for special cosmetics*.
(2) The name* and address of the registration/notification person; if the registration/notification person is outside mainland China, the name and address of the domestic responsible person shall also be listed on the label.
(3) The name and address of the manufacturer; the number of production license shall also be listed for domestic cosmetics;
(4) The number of the adopted production standard;
(5) All the ingredients;
(6) Net quantify of contents*;
(7) Date of minimum durability*;
(8) Instructions for safe use;
(9) Warning statements;
(10) Other information required by laws, regulations, and mandatory national standards;
Note: For a product having outer a package, the Chinese name and the date of minimum durability shall also be listed on the immediate containers holding the cosmetic product.
With regard to Article 17 of the Measures for the Administration of Cosmetics Label, a product of small size (net quantity ≤15g/ml) is allowed to list some information (not marked with*) on the instructions. Items marked with* still shall be displayed on the visible sides of the package.
Accuracy: The display of each item listed above shall conform to the requirements clarified in Articles 8-16 of the Measures for the Administration of Cosmetics Label.
Consistency: Contents displayed on the label shall be consistent with contents submitted for registration/notification.
