EU Amends Current Cosmetic Regulations

On July 19, 2023, the EU Commission published Regulation (EU) 2023/1490 amending Cosmetics Regulation (EC)1223/2009, by updating Annex II with regards to the use of certain substances that have been classified as Carcinogenic, Mutagenic, or Toxic for Reproduction (CMR).

The updates shall apply from Dec. 1, 2023.

 

Australia- Time to Renew your AICIS Registration

If you're a business (including sole traders and individuals) who will import or manufacture industrial chemicals – and/or certain products intended to release industrial chemicals – for commercial purposes after 31 August 2023, you shall register in the  Business Services portal about mid-August.

It’s an offense under the Industrial Chemicals Act 2019 to introduce an industrial chemical when you don't have an active registration.

 

Norway - Proposal for Changed to Cosmetics Regulations

On 6 July 2023, Norway's government released an announcement on the news rules for the use of Vitamin A, alpha-arbutin, and arbutin and six substances with possible hormone-disrupting properties in cosmetics products.

The safe use of these ingredients is currently discussed in the EU and under hearing in Norway.

Once the matter has been adopted in the EU, the national implementation will take place quickly and without further hearings.

 

Vietnam - Announcement on the Fee Rates in the Field of Pharmaceuticals and Cosmetics

On 31 July 2023, Vietnam released an official letter to announce the fee rates in the field of pharmaceuticals and cosmetics. This will take effect as of 1 August 2023.
