2023 NMPA Cosmetics Labeling Requirements for Net Weight

With regard to the Cosmetics Supervision and Administration of Cosmetics and the Measures for the Administration of Cosmetics Labeling, all the cosmetic products placed on the Chinese market shall contain Chinese Labels. Additionally, it is required that labeling shall convey truthful and accurate information for consumers to make informed decisions.

Net weight occupies a small place on the labeling, but the regulations surrounding it are highly prescriptive. Therefore, ZMUni provides comprehensive guidance on the presentation of net weight on the labeling for imported cosmetic products.

I. What is required to be included in the presentation of net weight?

Under the Measures for the Supervision and Administration of the Quantity System for Packaged Goods, the presentation of net weight shall include ‘净含量’(it is required to be written in Chinese), number, and unit of measurement.

II. What is the standard unit of measurement for cosmetic products in China?

In order to give a clearer vision of the requirements, let’s take a 100 ml lotion as an example. The net weight of it can be presented in the following 3 ways.

Form 1

净含量：100ml

Form 2

净含量：100mL

Form 3

净含量：100毫升

The presentation of net weight is highly prescriptive. It is non-compliant to write ‘KG’ since it is stipulated to be written in ‘kg’. Stakeholders involved in creating cosmetic products shall be familiar with labeling requirements to ensure the packaging is following Chinese regulations in importing products to China.
