According to The Provisions on the Administration of Cosmetics Registration and Notification Materials, for cosmetics, the requirements for 🐇animal testing exemption (toxicological test) are as follows:

If the manufacturer of general cosmetics has obtained the relevant production quality management system certification from the competent government department of the host country (region), and the product safety risk assessment results can fully confirm the safety of the product, it may be exempted from submitting the toxicological test report of the product, except under the following circumstances:
 
📌1. The product is declared as to be used by infants and children;
 
📌2. The product uses new cosmetic ingredients that are still under safety monitoring;
 
📌3. The notification person, domestic responsible person and production enterprise are listed as key supervision objects by the quantitative grading score results,
If a product is made by multiple companies, then all the companies that make the product have to obtain their own production quality management system certification, issued by the competent government department of the host country (region).
